Are You Ready for Europe’s Carport Solar Push? Why DIBt-Certified Modules Matter
DSC_4492.JPG

Europe's regulatory landscape is shifting decisively toward mandatory solar integration, with the EU carport solar mandate 2026 creating urgent opportunities in the parking lot PV market. France enforces strict France parking lot PV rules today, while several German states mandate Germany parking lot PV market compliance for new facilities. AESOLAR Horizon – featuring DIBt certified carport modules (Z-70.3-308) – equips developers with a compliant, high-performance solution ahead of broader EU implementation.

The revised Energy Performance of Buildings Directive (EPBD) introduces a broader requirement for solar integration across the built environment. From 2026, new public and commercial buildings are expected to be solar-ready, while non-residential buildings over 500m² will require PV installations during major renovations between 2027 and 2028.

With parking lots and carport structures emerging as some of the most practical and scalable applications—particularly in commercial settings where available space and self-consumption potential are high. While national approaches vary, France and several German states are already moving ahead with more concrete requirements, signaling the likely direction of travel for other markets.

France Leads with Firm Deadlines

France's Decree 2024-1023 sets concrete requirements:

  • Parking lots ≥1,500 m² must have at least 50% covered by solar panels.
  • Parking lots >10,000 m²: Compliance required by July 1, 2026
  • Parking lots 1,500–10,000 m²: Compliance required by July 1, 2028

The rules mandate that at least 50% of parking areas, including parking aisles, must be covered with solar roofs or green canopies. Non-compliance could lead to yearly penalties of up to €40,000.

German States Enforce Carport PV Now

In Germany, states including Baden-Württemberg, North Rhine-Westphalia, Hamburg, Bremen, and Berlin require PV canopies on new parking facilities with 200-500+ spaces. These rules emphasize carport PV safety and structural compliance, where solar carport modules undergo rigorous PV safety scrutiny like DIN EN 12600. Horizon's approved DIBt status streamlines Baugenehmigung, giving EPCs a clear edge in the competitive Germany parking lot PV market.

Horizon: Built for Europe's Toughest Standards

Standard PV modules cannot meet overhead building codes. AESOLAR Horizon succeeds as a certified building component, holding the DIBt certification Z-70.3-308 from Germany's Deutsches Institut für Bautechnik—making AESOLAR the first Tier 1 solar manufacturer to achieve this approval for overhead applications. This certification validates its use in public-access carports, canopies, and walkways across Europe. Horizon delivers strong advantages for mandate compliance:

8% transparency for safety design: Ensures visibility and light penetration beneath structures, critical for pedestrian and vehicle safety.

Extreme temperature resilience: Operates efficiently from -40°C to +85°C, handling Europe's diverse climates without performance loss.

Hail-resistant (Class 4) with Class A fire rating: Meets DIN 4102-1 fire resistance standards, minimizing risk in high-traffic areas.

Up to 30-year product warranty: Guarantees power output above 87% of nominal value even after three decades, backed by rigorous testing.

Advanced validation confirms overhead reliability

  • Exceeds PV durability standards per DIN ISO 12543-4.
  • Highly resistant to impact according to DIN EN 12600.
  • Superior mechanical load performance per DIN EN 18008-1&2.
  • Module safety ensured by extended adhesion testing per DIN EN ISO 8510-2.
  • Full DIBt certification for safety, durability, and building-integrated compliance. View official DIBt approval Z-70.3-308.

AESOLAR Horizon powers commercial carports across Germany, a recent project highlights high power density, strong self-consumption ROI, and compliance with local regulations. See the case study.

Why Horizon Captures Mandate Opportunities

As regulatory deadlines approach across Europe, AESOLAR Horizon aims to support stakeholders in meeting new solar carport requirements with a safe and reliable solution. Its DIBt certification helps shorten permitting timelines, while the 8% transparency and various tests compliance address key safety expectations from authorities and insurers. With an up to 30‑year product warranty and guaranteed power output above 87% of nominal after three decades, Horizon is designed to be a trusted option for France parking lot PV projects and German state‑level carport regulations.

In a market where compliance defines competitive edge, Horizon DIBt-certified carport modules open doors to exclusive projects and secure sustained leadership in LCOE.
